- [용어] 이 항목은 정신의 지연이나 불완전 발달을 말하며 발달시기에 나타나는 수행능력의 장애로 특징지어지고, 인지능력, 언어, 운동, 사회적 능력 등 전반적 지적능력에 관계한다. 다른 정신, 신체적 병태 없이 정신지연이 생길 수 있다. 정신발육지연의 등급은 기준이 되는 지능검사에 의해 평가되고 주어진 환경에서 사회적 적응을 평가하는 척도에 의해 보충된다. 이러한 단위는 정신발육 등급의 유사한 지표가 되고 그 진단은 숙련된 진단 전문의사에 의해 지능기능의 종합평가에 도움이 될 것이다. 지능의 능력과 사회적응은 시간이 지남에 따라 변화되나 나빠지고 훈련과 갱생의 결과로서 개선될 수 있다. 진단은 기능의 현재의 수준을 기초로 한다. 다음의 4단위 숫자의 세분류는 행동의 손상정도를 명백히 하여 항목 F70-F79와 함께 사용한다.

- [표제어] A condition of arrested or incomplete development of the mind, which is especially characterized by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, i.e. cognitive, language, motor, and social abilities. Retardation can occur with or without any other mental or physical condition.Degrees of mental retardation are conventionally estimated by standardized intelligence tests. These can be supplemented by scales assessing social adaptation in a given environment. These measures provide an approximate indication of the degree of mental retardation. The diagnosis will also depend on the overall assessment of intellectual functioning by a skilled diagnostician. Intellectual abilities and social adaptation may change over time, and, however poor, may improve as a result of training and rehabilitation. Diagnosis should be based on the current levels of functioning. The following fourth-character subdivisions are for use with categories F70-F79 to identify the extent of impairment of behaviour:
